Our country became a party to the European Agreement concerning the International Carriage of Dangerous Goods by Road (that is, the ADR Agreement) as of 22/03/2010 by Council of Ministers Decision No. 2010/547, published in the Official Gazette of 02/07/2010, No. 27629.
The Regulation on the Carriage of Dangerous Goods by Road, prepared by the Ministry in line with the ADR agreement to which we are a party and in force since 01/01/2014, has brought many innovations to the road transport of dangerous goods. The Regulation aims to ensure that dangerous goods are carried on public roads safely and in an orderly manner, without harming human health, other living beings or the environment.
One of the most important innovations in this process is the Dangerous Goods Activity Certificate, and another is the Dangerous Goods Safety Consulting system.
The “Communiqué on Dangerous Goods Safety Consulting”, published on 22.05.2014 under the “Regulation on the Carriage of Dangerous Goods by Road”, specifies the businesses required to employ a DGSA as follows;
1. Businesses involved in the dangerous goods transport process that operate as consignor, packer, loader, filler or unloader and handle net quantities of 50 (fifty) tonnes or more in a calendar year, and transport businesses with a total vehicle carrying capacity of fifty tonnes or more,
2. Regardless of quantity, businesses dealing with dangerous goods of transport category zero in the table in ADR Section 1.1.3.6.3 and operating in the dangerous goods transport process as consignor, packer, loader or filler.
