ANNOUNCEMENT OF 22.12.2017
As is known, regulations have been made and put into force by our Ministry in order to set out the procedures and principles concerning the duties, powers and responsibilities of dangerous goods safety advisers (TMGD) to be employed in businesses, or of the dangerous goods safety consultancy organisations (TMGDK) from which the service will be obtained, so as to help the businesses involved in the carriage of dangerous goods – carriers, consignors, packers, loaders, fillers and unloaders – to carry out their operations safely, without harming human health, other living beings or the environment.
Recently, among the complaints and reports received is that TMGDKs, which will be included in the system from the beginning of 2018, are, out of an old habit, renting the TMGD certificates of TMGDs in a way that leads to cheap employment and unfair competition, resorting to renting the certificates of retired TMGD certificate holders or of TMGDs working in other fields. It will soon become possible to identify, in the system to be set up by our Ministry, those who attempt to provide services as a TMGDK in this way and those who rent out their documents to a TMGD Organisation in this way.
It is hereby announced to those concerned that, if TMGDKs or TMGDs making such attempts are identified, their documents and certificates will be cancelled without any warning and will not be issued again; furthermore, those engaging in this behaviour will be reported to the Ministry of Labour and Social Security and the Ministry of Finance, and a criminal complaint will be filed with the Chief Public Prosecutor's Offices, given the importance of not encountering such situations in the future and of not resorting to such a method.
