With Türkiye becoming a party to the European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR) and starting to apply it, it became mandatory for vehicles carrying dangerous goods by road to obtain an ADR Certificate of Approval.
After the necessary examinations, the Certificate of Approval is issued for applications with a positive result by the Directorate of Dangerous Goods and Combined Transport of the TSE Transport and Logistics Centre. The certificate is valid for one year, and the relevant technical examination must be carried out and the certificate renewed every year.
All applications are made online at https://www.tse.org.tr/IcerikDetay?ID=2613&ParentID=7630 (opens in a new tab). After the applications are forwarded to our colleagues who are experts in the field, our companies can follow the information on their applications on their own screens whenever they wish and can talk to the relevant expert by email or telephone.
To obtain a Certificate of Approval, the vehicles applied for must be manufactured in accordance with 98/91/EC or ECE R 105, and this must be proven. In this context, applicants must have Declarations of Conformity obtained from the vehicle manufacturers. If there is a fixed tank on the vehicle, this tank must also be manufactured according to ADR requirements and its inspections (initial, intermediate or periodic) must have been carried out. In applications for vehicles with a fixed tank, particular attention should be paid to ensuring that the tank inspection dates have not passed. If this is the case, the tank inspections must be carried out first.
The Directorate of Dangerous Goods and Combined Transport of the Transport and Logistics Centre first examines the applications as documentation and, if this part is positive, carries out examinations on the vehicle. The examination of the vehicle is carried out according to ADR Part 9: Requirements concerning the construction and approval of vehicles.
ADR Part 9 defines 6 types of vehicle. These are EX II, EX III, AT, FL, OX and MEMU. Companies will make their applications according to the types listed above depending on the class of dangerous goods they will carry, and the necessary examination is carried out according to the vehicle type applied for.
From time to time our companies have difficulty deciding which type of vehicle to apply for. In this case, companies are referred to ADR Volume I Table 3.2 A. This table gives the UN numbers of dangerous goods, and column 14 of the table states the type of vehicle in which the dangerous goods are to be carried.
Companies having difficulty with the process can find more detailed information at https://www.tse.org.tr/IcerikDetay?ID=2613&ParentID=7630 (opens in a new tab). To make things easier for our companies, the necessary information, video explanations and the experts they can contact have been provided on the relevant website.
